Areas must get more involved in social security: Bappenas

Jakarta – Regional federal governments need to play a more significant function in adaptive social security programs, according to Dinar Dana Kharisma, the social help organizer at the National Development Planning Ministry/National Advancement Planning Board (Bappenas).

He made this statement throughout the seminar “Catastrophe Danger Financing & Insurance and Adaptive Social Protection Application in Indonesia,” held by the Finance Minister on Monday.

” The challenge with our social protection system is that it is still mostly managed by the central federal government,” he observed.

There is still a fairly big function and area for local governments to take part in, he added.

Kharisma assessed that social protection from the main government is still too basic. This has actually resulted in social protection programs being reasonably comparable throughout all regions, without considering the varying socioeconomic conditions in each province.

Therefore, there needs to be more contribution from local governments in the application and complementing of adaptive social protection.

A strong contribution from regional governments can boost the central federal government’s social protection system at the local level, Kharisma stated.

In terms of natural disaster mitigation in Indonesia, adaptive social security should be implemented. Adaptive social protection refers to a comprehensive method that can be adapted to protect individuals from vulnerabilities.

Compared to regular social protection, adaptive social security is more ideal in typical conditions and can adapt during emergency situations.

Kharisma then laid out specific techniques established by Bappenas for adaptive social protection.

The first technique is partnership and institutional strengthening. This involves structure institutional relationships and cooperation in between ministries and institutions connected to Utilization Status Transfer (ASP).

The second technique is the accessibility and utilization of catastrophe information and info.

The third method involves the integration of social protection programs.

The 4th method focuses on funding, consisting of social defense budget plan planning, in accordance with sufficient risk layers.
