Regional Govt Urged to Prep Sanctions of Cyclists Violating Rules

IDNEWSNOW.COM, Jakarta – The Transportation Ministry urged local governments to prepare derivative regulations regarding cycling activities on the road, starting from the preparation of supporting facilities to the imposition of sanctions for cyclists violating the rules.

The ministry’s Director General of Land Transport, Budi Setiyadi, said his party had written to regional leaders, both governors and regents or mayors prior to the issuance of the ministerial regulation or Permenhub No. 59/2020 concerning bicycle safety on the road.

“After the regulation is issued, I hope regional regulations can stipulate more detailed rules from Permenhub No. 59/2020, which concerns sanctions. Then if it is imposed, maybe Satpol PP (Public Order Agency) or Transportation Agency can use the sanctions as noted in the regional regulations,” said Budi on Wednesday, September 23, 2020.

He said that sanctions for cyclists were different than those for motorcycles. The reason, he added, motorbikers could be ticketed because they had a driving license or SIM.

Budi reiterated that the government was improving the traffic management system by using technology such as e-ticketing and CCTV cameras.

Additionally, law enforcers get help from the intelligent transport system (ITS) and Area Traffic Control System (ATCS) which allows monitoring of traffic activities. “So I think, with the existing systems, cyclists who violate the rules can be recorded, monitored, and can be linked to sanctions,” he said.
