Ombudsman Finds Alleged Manipulation on TWK Document

IDNEWSNOW.COM, Jakarta – Indonesian Ombudsman member Robert Na Endi Jaweng said his side found alleged manipulation of a meeting document on the discussion of regulations related to the National Insight Test (TWK) for employees of the Corruption Eradication Commission (KPK). This finding forced the Ombudsman to declare that there was an alleged abuse of authority in the TWK process.

“The document was not signed by the five leaders who were present, but by their subordinates who were not present at all in the meeting room,” Robert in a Tempo’s event Ini Budi broadcast via YouTube on Friday, July 23.

Robert explained it allegedly occurred during a harmonization meeting of the KPK regulation draft No. 1 of 2021 regarding the status transfer of employees to state civil servants at the Law and Human Rights Ministry’s Office on January 26, 2021. The draft noted regulations on the implementation of TWK organized by the KPK in collaboration with the National Civil Service Agency (BKN).

Based on the Ministry of Law and Human Rights regulations, the meeting should be attended by officials at the level of the Director-General, Secretary-General, administration officials, and drafters of regulations.

However, the meeting was actually attended by five leaders of the ministries or institutions. They were the KPK Chairman Firli Bahuri; Law and Human Rights Minister Yasonna Laoly; Administrative and Bureaucratic Reform Minister Tjahjo Kumolo; BKN Head Bima Haria Wibisana; and State Administration Institute (LAN) chairman Adi Suryanto.

According to the Ombudsman’s investigation, the officials who were supposed to attend the meeting were actually present at the ministry’s office but they were outside the meeting room.

The alleged maladministration was that the meeting document was not compiled and signed by the five leaders who were present, but by officials who were not present in the meeting room. “Imagine it, they did not attend [the meeting] but they signed it,” Robert added.

“The presence of the five leaders was a violation of procedure, and the signing by those who were not present was an abuse of power,” the ombudsman member explained.
