House of Representatives to Discuss Oil and Gas Law Draft Bill in 2021

IDNEWSNOW.COM, Jakarta – The House of Representatives is planning to discuss amendment on the Oil and Gas Law starting in mid-2021. Chairman of Comission VII of the Hosue Sugeng Suparwoto, said that the Oil and Gas Law amendment will start to be discussed after the draft bill for the New and Renewable Energy Law is completed. Until now, the Comission VII is racing to complete the draft bill for the New and Renewable Energy Law.

“In the mid-term of the plenary period, the final draft [of the New and Renewable Energy Law] has been completed, after that the New and Renewable Energy Law will be discussed in a plenary and then we go to the Oil and Gas Law, moere or less on July 2021, we will discuss Oil and Gas Law,” Sugeng said in a webinar held on Saturday, December 5, 2020.

Sugeng explained that the Oil and Gas Law had been included in the National Legislation Program in 2018 and has been discussed in a plenary. However, the government through a presidential letter, is yet to handover the inventarization of issues list.

In 2019, new members of the House took office with new National Legislation Program, which includes the Coal and Mineral Law, the New and Renewable Energy Law, and the Oil and Gas Law. Sugeng however, mentioned that in the perspective of national energy security, new and renewable energy needs more attention.

“It is correct the Oil and Gas Law is important, but today we identify a more important matter in the energy context. So, everything becomes important,” Sugeng said.

Previously, Sugeng mentioned that one of the issues that will be discussed in the Oil and Gas draft bill is the establishment of state-owned enterprise in the upstream oil and gas sector.

The establishment of a special state-owned enterprise was one of the matters surrounding the Job Creation Law, but in the end the provisionn was included in the Oil and Gas draft bill.

“It is right [establishment of new state-owned enterprise] will be included in the Oil and Gas Law, not in Job Creation Law,” Sugeng said.
