Health Ministry Denies Scrapping Covid-19 Test as Travel Requirement

IDNEWSNOW.COM, Jakarta – The Health Ministry rebutted the issue saying that the government dismissed the Covid-19-free health certificate from PCR or rapid test as a travel requirement in the country, either via land, sea, or air transportation.

The issue suggested that the certificate would be replaced with the Health Alert Card (HAC) and body temperature check as initial screening at the entrance of the travel destination.

“Passengers and transportation crew willing to travel within the country are still required to have a negative RT-PCR test result or a non-reactive rapid test result,” said the Ministry’s Director-General of Disease Prevention and Control, Achmad Yurianto, as quoted from the ministry’s site kemkes.go.id on Thursday, September 10, 2020.

Both health certificates have the same validity period of 14 days at maximum since its issuance. This policy is in line with the Health Ministry’s circular No. HK.02.01/MENKES/382/2020 and the circular issued by the national Covid-19 mitigation task force No. 9/2020 on the travel requirement amid the pandemic.

Besides, Yurianto added, the HAC remains mandatory for travelers according to Article 36 of Law No. 6/2018 on health quarantine. By this, the local health agency could conduct the monitoring of travelers’ movement. The HAC can be filled in manually or digitally.

“Because mass transportation is the locus of public interaction and gatherings, it has high potential as a new Covid-19 infection cluster. So early vigilance is necessary as an anticipatory and control measure to curb further virus transmission,” said Yurianto.
