Health ministry pays Rp7.1-tln claims to medical facilities managing COVID-19

Jakarta – The Ministry of Health has paid claims amounting to Rp7.1 trillion to COVID-19 dealing with hospitals originated from the total Rp21 trillion budgeted by the federal government.

Acting Director General of Health Services of the Ministry of Health, Abdul Kadir, noted throughout an online interview in Jakarta on Friday that the claims channeled were sourced from the Ministry of Health’s Spending plan Implementation List (DIPA) amounting to Rp6.2 trillion and from the Ready-to-Use Fund (DP) of The National Disaster Mitigation Firm (BNPB) worth Rp950 billion.

On the other hand, claims submitted by some 1,900 healthcare facilities since October 15, 2020, have amounted to Rp12 trillion.

” That means Rp4 trillion is yet in the confirmation process, and this definitely takes our time,” Kadir described.

On the basis of existing data, the federal government paid claims to the tune of some Rp150 billion to Rp180 billion everyday for handling COVID-19 at health centers, according to Kadir.

The government will pay an additional Rp3 trillion to healthcare facilities that offer services for COVID-19 patients for a month.

Kadir acknowledged that in the early stages of claim payment, the requirements for paying claims are more stringent, with 10 conflict clusters or those deemed to have problems in connection with the efficiency of confirmation documents in case of which claim payments are withheld.

However, the health minister has actually modified the Health Ministerial Policy by streamlining the procedure to just four conflict clusters.

Another barrier exposed by Kadir was that of all health centers that sent claims, not all teamed up with the Health care and Social Security Company (BPJS Kesehatan) as they were unfamiliar with the electronic claim submission procedure in the National Health Insurance-Indonesian Health Card (JKN-KIS) system.

To this end, the government offers assistance to hospitals that have actually not partnered with BPJS Kesehatan to enable them to send total files for the claim process for health service payments for handling COVID-19
